As per the instructions/orders issued by the Secretary to the President by his letter No. PCMD/AD/2/1/1/26 dated 9th April 2012 to the Secretaries of Ministries, Provincial Chief Secretaries, Department Heads, Heads of Authorities and Statutory Bodies based on the speech delivered by HE the President on 02nd April 2012 at the Temple Trees to public officers and the letter No. PCMD/3/9 dated 09th April 2012 of the Secretary to the President addressed to all Secretaries of ministries with copies to all the Chief Secretaries of Provinces, instructions have been given to establish and implement Re-engineering Units at every Ministry for a period of six months commencing from June 2012 as an initial step to re-engineer public services.
Accordingly, I propose to establish “Re-engineering Units” at all government institutions (such as Ministries/Departments/Statutory Bodies/Local Authorities/ District Secretaries / Divisional Secretaries with a staff exceeding 25 officers/ regional offices of other government institutions, etc.) and to transform them as “Management Reform Cells” at the end of the six-month period.
The Secretary of the Ministry shall act as the Chairman of the Re-engineering Unit of the Ministry and an Additional Secretary shall be the Convener of the Re-engineering Unit. The head of the institution should be the Chairman of the Re-engineering Unit of other institutions and a second layer officer of the institution shall be the Convener. Members of the Re-engineering Unit membership should be limited to 7 to 9 members and the convener of the Management Reform Cell, the Chief Innovation Officer and Productivity Promotion Officer shall be the other members.
A six-month Action Plan for re-engineering the public services provided by the institutions should be prepared before 15th June 2012 and arrangements made to reach a copy of the same to the Presidential Secretariat and the Ministry of Public Management Reforms.
