At the Cabinet Meeting held on 23rd February 2011, a detailed discussion had taken place on dissatisfaction created among the public servants as a result of delaying the amendments to the Service Minutes (SMs) and Schemes of Recruitment (SORs) by following the instruction given in the public Administration circular No 6/2006, dated 25th April 2006 on “Restructuring of Public Service Salaries based on Budget Proposals 2006”. In view of expediting these amendments several letters issued by the respective authorities including National Salaries and Cadre Commission letter number NSCC/1/GP/5 of 21.01.2011 and the Ministry of Public Administration and Home Affairs bearing number EST-2/POLCY/03/0763 of 28.02.2011, and finally by the letter of the Secretary to the President bearing number E&O/AC/3/3/1 of 05th April 2011. Even though, this particular PA Circular and its subsequent amendments were issued a couple of years back, and several instruction letters were issued by the respective authorities other than the salary conversions of the public servants, little work has been done on amending the existing SMs and SORs.
In view of eliminating difficulties faced by the public servants and accelerating the Government decision to implement new salary structure with effect from 01.01.2006 as stated in the Budget speech 2006, the Cabinet has taken the following decision.
The Ministry of Public Management Reforms should monitor and coordinate action taken by the relevant institutions/ authorities to have the Service Minutes and Schemes of Recruitment of all categories of employees in the Public Sector amended in terms of PA Circular No 06/2006 of 25.04.2006 and send a quarterly progress report to the Cabinet.
All Ministries should forward a copy each of the draft Service Minute of the relevant categories of employees in institutions under their purview, to the Ministry of Public Management Reforms to facilitate monitoring referred to in (i) above, when forwarding same to the relevant government agencies. Further it was emphasized that all Ministries and institutions under their preview should extend their cooperation to the Ministry of Public Management Reforms in dealing with this matter. In the process of making amendments to SMs and SORs the Ministry of Public Administration and Home Affairs, the National Salaries and Cadre Commission, and the Department of Management Services need to play a joint and leading role, while all Ministries should initiate actions to amend the relevant SMs and SORs with the assistance of key officials of the Departments and Statutory Bodies coming under the purview of such Ministries. As the Ministry of Public Management Reforms has been assigned the task of submitting quarterly progress reports to the Cabinet, monitoring and coordinating the actions taken by the relevant institutions/authorities, all the Secretaries of Ministries have instructed to extend their cooperation to the Ministry of Public Management Reforms to expedite the amendment process of SORs and SMs.
