Establishment of Management Reform Cells

Management Reform Cells (MRCs) can be best described as a tool of participatory management intended to effect management reforms needed to upgrading the efficiency and productivity of Public Institutions, in order to ensure delivery of efficient, timely and people friendly public service. At the moment MRCs have been established in most ministries and organizations coming under them and they are functioning well.

While establishing new MRCs, all the Secretaries in Ministries have been directed to follow the guidelines given by Director General, National Administrative Reforms Council in his letter of November 26, 2009. As per the above guidelines most Ministries have appointed a Secretary/Convener of the Ministry’s MRC and informed this Ministry by giving his/her particulars.
