The fourth workshop for Secretaries/Conveners of management Reform Cells on establishment and implementation of Management Reform Cells was held on 26th September 2011 at the Distance Learning Centre Ltd. (DLC) at the Sri Lanka Institute Development Administration (SLIDA) premises.
On behalf of the Ministry of Public Management Reforms, the workshop was attended by Mr. G.K.D. Amarawardena-Secretary, Mrs. Geethamani Kaunaratne-Senior Assistant Secretary and Mr. D.M.P. Jayawardena-Director (Project) while Mr. Wasantha Deshapriya-Director of Re-engineering Government Programme of the Information & Communication Technology Agency of Sri Lanka and Mr. K.A. Thilakaratne-Director General of Pensions made their contribution as Resource Persons.
In addition, representing 44 ministries, 62 MRC Secretaries/Conveners and Chief Innovation Officers (CIOs) appointed by Information & Communication Technology Agency of Sri Lanka attended the meeting.
Mr. Wasantha Deshapriya-Director of Re-engineering Government Programme in the course of his meaningful lecture raised various problems faced by the Information & Communication Technology Agency of Sri Lanka for Information and Communication Technology in the implementation of e-government and the Re-engineering Government Programme. He also discussed the remedial measures taken in this regard and the alternative arrangements made to ensure the continuation of the programme. At the workshop it was revealed that the strategy adopted by the institution in this respect has been the provision of ICT knowledge through proper channel. It was also revealed that the Cabinet of Ministers has decided that all Public Institutions should follow the e-Government Policy during the period from 01.01.2010 to 31.12.2012.
Mr. K.A. Thilakaratne, Director General of Pensions has clarified the problems relating to the implementation of the e-Pension Scheme and the application procedure thereof. He also pointed out that this scheme is expected to be implemented the Management Reforms Cells of the Ministries.
Mrs. Geethamani Karunaratne, Senior Assistant Secretary of the Ministry referred to the progress of submission of reports and the manner of submitting them in future.
The next workshop for MRC Secretaries/Conveners will be held on 15th October 2011.
